【摘要】:Thisguidelineprovidesgeneralguidanceforanorganization—private,governmental,andnon-governmentalorganizations—todevelopitsownspecificperformancecriteriaforincidentpreparednessandoperationalcontinuity,anddesignanappropriatemanagementsystem.Itprovidesabasisforunderstanding,developingandimplementingcontinuityofoperationsandserviceswithinanorganizationandtoprovideconfidenceinbusiness,community,customer,firstresponderandorganizationalinteractions.Italsoenablestheorganizationtomeasureitsresilienceinaconsistentandrecognizedmanner.Thisguidelineisapplicabletoallsizesofpublicorprivateorganizationsengagedinprovidingproducts,processes,orservicesthatwishesto:-understandtheoverallcontextwithinwhichtheorganizationoperates;-identifycriticalobjectives;-understandbarriers,risks,anddisruptionsthatmayimpedecriticalobjectives;-evaluateresidualriskandrisktolerancetounderstandoutcomesofcontrolsandmitigationstrategies;-planhowanorganizationcancontinuetoachieveitsobjectivesshouldadisruptiveincidentoccur;-developincidentandemergencyresponse,continuityresponseandrecoveryresponseprocedures;-definerolesandresponsibilities,andresourcestorespondtoanincident;-meetcompliancewithapplicablelegal,regulatory,andotherrequirements;-providemutualandcommunityassistance;-interfacewithfirstrespondersandthemedia;-promoteaculturalchangewithintheorganizationthatrecognizesthatriskisinherentineverydecisionandactivity,andmustbeeffectivelymanaged.Thisguidelinepresentsthegeneralprinciplesandelementsforincidentpreparednessandoperationalcontinuityofanorganization.Theextentoftheapplicationwilldependonfactorssuchasthepolicyoftheorganization,thenatureofitsactivities,productsandservices,andthelocationwhereandtheconditionsunderwhichitfunctions.Thescopeofthisguideline,however,excludesspecificemergencyresponseactivitiesfollowinganincident,suchasdisasterreliefandsocialinfrastructurerecoverythatareprimarilytobeperformedbythepublicsectorinaccordancewithrelevantlegislation.Itisimportant,however,thatcoordinationwiththeseactivitiesbemaintainedanddocumented.
